RELATING TO HONOULIULI. Makes an appropriation to be expended by the DLNR for the Honouliuli internment campsite.

RELATING TO HISTORIC PRESERVATION. Directs the board of land and natural resources to amend any appropriate administrative rules to increase archaeological permit fees from the current rate of $50 to an unspecified amount; specifies that the permit fees are to be deposited into the Hawaii historic preservation special fund established under section 6E-16, Hawaii Revised Statutes.

RELATING TO SUSTAINABILITY. Requires the office of planning to convene a workgroup for sustainability guidelines, establish benchmarks for measuring sustainability progress, and coordinate sustainability progress made by the State and counties. Authorizes the office of planning to contract for a coordinator or facilitator.

RELATING TO COMMUNITY DEVELOPMENT. Transfers the property around aloha stadium to the HCDA. Establishes the Halawa community development district.

RELATING TO COMMERCIAL WATERSPORTS. Requires DLNR to adopt rules to designate areas where, and time periods during which, commercial watersports equipment may be operated. Prohibits persons from using commercial watersports equipment without a use permit issued by DLNR. Requires a permittee to pay fees to DLNR for a use permit for commercial watersports equipment. Requires DLNR to conduct an annual review of the use permits issued for commercial watersports equipment. Defines "commercial watersports equipment."
