RELATING TO EDUCATION. Establishes the Hawaii public schools science and technology trust fund to support the teaching and learning of science and technology in Hawaii's public schools. Authorizes income tax return designations to the trust fund.

RELATING TO TECHNOLOGY. Places the Hawaii 3Ts school technology laboratories fund under the department of business, economic development, and tourism. Repeals section 302A-1314, Hawaii Revised Statutes.

RELATING TO ALOHA STADIUM. Requires the University of Hawaii to hire an independent third party to conduct a feasibility study to determine the effects of placing Aloha Stadium under the jurisdiction of the University of Hawaii rather than the department of accounting and general services. Makes an appropriation.

RELATING TO ALOHA STADIUM. Requires the stadium authority to pay the University of Hawaii twenty-five per cent of all revenues the University of Hawaii generates at Aloha Stadium. Authorizes payment of the distribution to the University of Hawaii out of the stadium special fund.

RELATING TO THE STADIUM AUTHORITY. Amends section 109-1(a), HRS, to make the president of the University of Hawaii, or the president's designee, a voting member of the stadium authority. Clarifies the total membership of the authority by including ex officio members in the member count.

RELATED TO HIGH TECHNOLOGY DEVELOPMENT CORPORATION. Transfers title of the land under the Manoa innovation center from the University of Hawaii to the high technology development corporation.
