RELATING TO EDUCATION. Allows the principal of each public school to establish and use a debit card system based at the individual school level for the purpose of purchasing school supplies and other related curriculum support supplies.

RELATING TO EDUCATION. Requires the notification of a parent or guardian that a child is truant and that the student and parent or guardian may face certain penalties for the truancy. Defines "truant". Provides civil penalties for truant students and parents or guardians.

RELATING TO PAHALA PUBLIC LIBRARY. Transfers the administration of Pahala Public Library from the Public Library System to the Department of Education. Effective July 1, 2012.

RELATING TO STUDENT ACTIVITY FUNDS. Allows public schools to claim student activity funds left in the school by a graduating class immediately after the graduation of the class, rather than five years after the class graduates or upon donation by the graduating class as provided under current law.

RELATING TO EDUCATION. Establishes the Hawaii public schools science and technology trust fund to support the teaching and learning of science and technology in Hawaii's public schools. Authorizes income tax return designations to the trust fund.

RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM. Clarifies that the transfer of certain functions pertaining to education personnel and facilities by Act 51, Session Laws of Hawaii 2004, did not apply to the Hawaii State Public Library System and its employees.

RELATING TO LIBRARIES. Update Hawaii Revised Statutes, chapter 312 so it accurately reflects long-standing State Board of Education and Hawaii State Public Library System practice.

RELATING TO GOVERNMENT PUBLICATIONS. Updates the existing chapter 93, Hawaii Revised Statutes, in response to changes in technology and reduces printing, workload, and delivery costs for all state and county agencies.

RELATING TO ADULT AND COMMUNITY EDUCATION. Clarifies that funding for the adult and community education program shall be from appropriations by the legislature, supplemented by student fees. Establishes the adult and community education program special fund.

RELATING TO TAXATION. Authorizes a state income tax credit for certain expenses paid or incurred by a school teacher during the taxable year.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
