RELATING TO EDUCATION. Repeals minimum hourly and per diem rates for substitute teachers. Repeals substitute teacher wage adjustments based upon teacher pay. (SD1)

RELATING TO EDUCATION. Requires, beginning with contracts negotiated for the contract period beginning July 1, 2013, that teachers be employed by the department of education for three years before being eligible for tenure. Provides the department the directive, means, and flexibility to establish a performance management system that cultivates and supports highly effective educators and that implements our State's race to the top commitments. Effective 7/1/2050. (SD2)

RELATING TO CHARTER SCHOOLS. Establishes a new chapter governing charter schools based on the recommendations of the charter school governance, accountability, and authority task force established by Act 130, Session Laws of Hawaii 2011. Repeals chapter 302B, HRS. Maintains the charter school administrative office until July 1, 2013. Transfers all funds in the charter schools account established pursuant to section 302B-12(i), HRS, to the general fund. Makes housekeeping amendments. (SD2)

RELATING TO CHARTER SCHOOLS. Requires the board of education to contract for an implementation and transition coordinator to assist with the implementation of S.B. No. 2115 (2012). Makes an appropriation. (SD2)

RELATING TO EARLY LEARNING. Requires the department of taxation to allow a taxpayer to designate (or "check off") that a specified amount of the taxpayer's income tax refund be paid to the early learning trust fund. Effective 7/1/50. (SD1)

RELATING TO EDUCATION. Amends or repeals various provisions of chapter 302A, Hawaii Revised Statutes, for housekeeping and other purposes. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
