Provides an option on tax returns and motor vehicle registration applications for a donation to the Foundation on Culture and the Arts.  Establishes a Foundation on Culture and the Arts Donation Special Fund.

Requires state agencies to disaggregate data consistent with federal standards and requires publication of the data.

Establishes the music therapy board within the department of commerce and consumer affairs.  Requires licensure in order to use the title of "music therapist" or practice music therapy in the State.
