RELATING TO THE PUBLIC UTILITIES COMMISSION.

Increases the membership of the public utilities commission from three to five; temporarily creates two subject matter panels within the public utilities commission; authorizes the employment of an executive officer; provides for transition to five-member composition; requires report to the legislature on panel structure; makes appropriation from the public utilities commission special fund.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires payment to public utilities commissioners who reside on an island other than Oahu of per diem allowance and weekly round trip airfare.

Requires the Public Utilities Commission to implement best practices in the areas of regulatory frameworks, rules and procedures, and information technology and public access.  Appropriates funds to implement best practices.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires that an economic impact analysis be submitted with any application to the PUC that has a fiscal impact.  Allows for submission of analyses in contravention and rebuttal of the original.  Requires the PUC to provide a final analysis with any decision and order.  Establishes requirements for the analysis.

RELATING TO ELECTRIC UTILITIES.

Authorizes the Public Utilities Commission to allow electric utility companies to recover all non-energy power purchase costs from long-term power purchase agreements, thus mitigating associated imputed debt or debt equivalence.  Effective July 1, 2012.

      Status & Testimony

RELATING TO ELECTRICITY. 

Authorizes the Public Utilities Commission to develop, adopt, and enforce reliability standards for electric systems, and to oversee electric grid access; authorizes the Public Utilities Commission to contract for the performance of related duties with a party to be named the Hawaii Electricity Reliability Administrator.  Effective July 1, 2012.

      Status & Testimony

RELATING TO THE ONE CALL CENTER.

Repeals the June 30, 2012, sunset provision in section 5 of Act 72, Session Laws of Hawaii 2009, which makes permanent the exclusion of pest control operators' activities from the definition of "excavation".
