RELATING TO ANIMAL CRUELTY. Requires pet dealers to be responsible for the cat or dogs that they sell by having them confirm in writing whether or not the cat or dog being sold has deformities or illnesses. Provides consumers certain options should a licensed veterinarian certify that the cat or dog was unfit at the time of sale despite the waiver and establishes procedures for a challenge by pet dealers.

RELATING TO LEASEHOLD CONVERSION. Extends the sunset provision of Act 166, SLH 2007, to extend the exemption from taxation of capital gains realized from the sale of leased fee interest in condominium units to association of apartment owners or residential cooperative corporations until 1/1/18.

RELATING TO LEASES. Requires lessors of commercial and industrial property to afford lessees the option of renewing their leases. Requires, in leasehold renegotiations, that a rent based on fair market value shall apply even if that value is lower than existing rent and the lease contract bars the lowering of rent upon renegotiation.

RELATING TO CORPORATIONS. Extends applicability of an action plan of a merger or share exchange to publicly traded corporations, in certain circumstances.

RELATING TO CEMETERIES. Requires the director of commerce and consumer affairs to adopt rules by 7/31/13, for any disinterment of human burials that is done for the purpose of removing the dedication of a cemetery.

RELATING TO CEMETERY AND FUNERAL TRUSTS. Requires a mortuary, cemetery, or other such funeral authority to provide the current address, telephone number, and electronic mail address for the regulated industries complaints office in the disclosures of the written contract and in a written notice provided at the time that merchandise or services are delivered. Effective 8/15/2012.
