RELATING TO THE CENTER FOR NURSING.

Makes permanent the assessment and deposit of center for nursing fees into the compliance resolution fund and distribution of those funds to the credit of the center for nursing special fund.

RELATING TO DENTAL HYGIENISTS.

Requires a dental hygienist license to be prominently displayed at all times in the office where the dental hygienist is employed or practices.

RELATING TO PROFESSIONS AND OCCUPATIONS.

Requires pharmacy benefit managers to register annually with the department of commerce and consumer affairs.  Authorizes the department of commerce and consumer affairs to assess an annual registration fee.

RELATING TO MEDICAL TORTS.

Establishes the injured patients and families compensation fund to pay the portion of a medical tort claim that exceeds the liability limit of a health care provider's insurance coverage.  Requires participating health care providers to have a minimum level of insurance coverage.  Provides for assessment of fees and peer council review of claims paid.

RELATING TO CONTRACTS.

Shortens the time by which subcontractors are to receive progress and final payments from contractors on government and private construction projects.  Provides interest penalties for late payments.

RELATING TO MOTOR VEHICLE FUEL.

Establishes a pilot program to be administered by the department of agriculture measurement and standards branch to conduct random, unannounced tests of the octane and ethanol levels of motor vehicle fuel sold in the State; establishes civil penalties; requires reports to the legislature in 2013 and 2014.
