SB2427 Status and Testimony	RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires the Public Utilities Commission to implement best practices in the areas of regulatory frameworks, rules and procedures, and information technology and public access.  Appropriates funds to implement best practices. SB2438 Status and Testimony	RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires that an economic impact analysis be submitted with any application to the PUC that has a fiscal impact.  Allows for submission of analyses in contravention and rebuttal of the original.  Requires the PUC to provide a final analysis with any decision and order.  Establishes requirements for the analysis. SB2752 Status and Testimony	RELATING TO ELECTRIC UTILITIES. Authorizes the Public Utilities Commission to allow electric utility companies to recover all non-energy power purchase costs from long-term power purchase agreements, thus mitigating associated imputed debt or debt equivalence.  Effective July 1, 2012. SB2787 Status and Testimony	RELATING TO ELECTRICITY. Authorizes the Public Utilities Commission to develop, adopt, and enforce reliability standards for electric systems, and to oversee electric grid access; authorizes the Public Utilities Commission to contract for the performance of related duties with a party to be named the Hawaii Electricity Reliability Administrator.  Effective July 1, 2012. SB2768 Status and Testimony	RELATING TO INSURANCE. Eliminates underlying producer license requirement for applying and obtaining surplus lines broker license; provides greater clarity and consistency in licensing insurance producers selling annuity products; clarifies reinsurance intermediary licensing requirements and removes unnecessary licensing conditions. SB2339 Status and Testimony	RELATING TO ETHANOL. Repeals the requirement that gasoline contain 10% ethanol.	ENE/CPN, WAM [Measure added on 2/2/2012]
SB2785 Status and Testimony	RELATING TO INTERISLAND ELECTRIC TRANSMISSION CABLE SYSTEMS. Establishes a regulatory structure for the installation and implementation of an interisland high voltage electric transmission cable system and for the construction of on-island transmission infrastructure.
