RELATING TO PUBLIC FINANCE. Allows the Department of Budget and Finance to enter into agreements with other bond issuers to pool qualified energy conservation bond allocations. Authorizes the Department to assess fees. Establishes the qualified energy conservation bond fee special account within the energy security special fund of Department of Business, Economic Development and Tourism. Requires proceeds from the special account to be expended pursuant to legislative appropriation. Requires reports for the 2013 Regular Session from the Director of Finance and the Director of Department of Business, Economic Development and Tourism. (Proposed SD2)
