RELATING TO SHIPPING.

RELATING TO PUBLIC UTILITIES.

Authorizes public utilities to propose preferential rates for public utility services provided to ratepayers engaged in agricultural activities in agricultural districts.  Effective July 1, 2050.  (HB1945 HD1)

RELATING TO ELECTRIC UTILITIES.

Authorizes the Public Utilities Commission to allow electric utility companies to recover power purchase costs and costs arising from power purchase agreements that have been approved by the public utilities commission through an adjustable surcharge, thus mitigating associated imputed debt or debt equivalence.  Effective July 1, 2012.  (HB2490 HD1)

RELATING TO ELECTRICITY.

Authorizes the Public Utilities Commission to develop, adopt, and enforce reliability standards for electric systems, and to oversee electric grid access; authorizes the Public Utilities Commission to contract for the performance of related duties with a party to be designated as the Hawaii Electricity Reliability Administrator.  Effective July 1, 2012.  (HB2525 HD1)

RELATING TO HEALTH INSURANCE.

Prohibits an insurer from requiring a doctor's referral for covered annual screening mammograms.  Effective July 1, 2012.  (HB2035 HD1)

Status

RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE.

Specifies that the Hawaii Health Connector shall establish a separate program and risk pool to serve the individual market and a separate program and risk pool to serve the small group market.  Establishes staggered terms for board members.  Clarifies qualifications of and restrictions on navigators.  Clarifies the role of the Department of Human Services in determining medicaid eligibility.  Effective July 1, 2012.  (HB1736 HD1)

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
