RELATING TO CONTINUING EDUCATION FOR VETERINARIANS. Establishes veterinary license renewal requirement of twenty continuing education credit hours, beginning with renewals for the licensing biennium commencing on July 1, 2014.

RELATING TO COLLECTION AGENCIES. Clarifies and strengthens enforcement provisions for exempt out-of-state collection agencies and increases fines for collection agencies governed under chapter 443B, Hawaii Revised Statutes.

RELATING TO ESCROW DEPOSITORIES. Amends the fee structure for services provided by the Division of Financial Institutions of the Department of Commerce and Consumer Affairs for escrow depository regulation; amends fines for violations of escrow depository regulations; and adjusts bond requirements for escrow depositories.

RELATING TO FINANCIAL INSTITUTIONS. Adjusts regulatory fees for financial institutions to more accurately reflect today's economy.

RELATING TO MORTGAGE LOAN ORIGINATION. Amends the Secure and Fair Enforcement for Mortgage Licensing Act to reflect recent federal changes and adjust fees in consideration of the new regulatory requirements.

RELATING TO MORTGAGE SERVICERS. Requires every mortgage servicer who provides loan modification services that would require licensure as a mortgage loan originator to be licensed as a mortgage loan originator in addition to being licensed as a mortgage servicer.

RELATING TO CAPTIVE INSURANCE COMPANIES. Amends captive insurance company law (article 19, chapter 431, Hawaii Revised Statutes).

RELATING TO INSURANCE. Updates the laws governing guaranty associations in conformity with the National Association of Insurance Commissioners' Property and Casualty Insurance Guaranty Model Act and the Life and Health Insurance Guaranty Association Model Act.

RELATING TO INSURANCE. Eliminates underlying producer license requirement for applying and obtaining surplus lines broker license; provides greater clarity and consistency in licensing insurance producers selling annuity products; clarifies reinsurance intermediary licensing requirements and removes unnecessary licensing conditions.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires the Public Utilities Commission to implement best practices in the areas of regulatory frameworks, rules and procedures, and information technology and public access. Appropriates funds to implement best practices.

RELATING TO REPORTING REQUIREMENTS FOR TELECOMMUNICATIONS AND CABLE TELEVISION PROVIDERS. Requires reporting by telecommunications and cable television providers to the Department of Commerce and Consumer Affairs and provides confidentiality for certain information and reports submitted.

RELATING TO PUBLIC, EDUCATIONAL, OR GOVERNMENTAL ACCESS FACILITIES. Requires the DCCA director to designate separate access organizations for each of the 3 components of PEG access: public, educational, and governmental.

DECISION MAKING TO FOLLOW

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
