RELATING TO ARBITRATION. Establishes a process by which licensed or certified, unbiased real estate appraisers are used for arbitration proceedings to determine the fair market value, fair market rental, or fair and reasonable rent of real property. RELATING TO PORTABLE ELECTRONICS INSURANCE. Establishes provisions for the sale of portable electronics insurance. Requires vendors to hold a limited lines license to sell or offer coverage under a policy.

RELATING TO ENTITIES REGULATED BY THE INSURANCE COMMISSIONER. Removes confusing and obsolete provisions to streamline licensing process. RELATING TO THE HAWAII IMMUNIZATION REGISTRY. Authorizes the Department of Health to allow limited health insurer access to the Hawaii Immunization Registry and authorizes the Hawaii Immunization Registry to store minimal demographic information for individuals who have elected to refuse inclusion in the Hawaii Immunization Registry.

RELATING TO HEALTH. Requires insurance coverage for fertility preservation procedures for persons who are of reproductive age and are diagnosed with cancer that may or whose treatment may adversely affect their fertility. Effective July 1, 2050. (HB2105 HD1)

RELATING TO PRESCRIPTION DRUG. Requires the insurance commissioner to develop a uniform prescription drug prior authorization form no later than July 1, 2013. Beginning January 1, 2014, requires the uniform prescription drug prior authorization form to be used by prescribers and health care insurance providers. Effective July 1, 2050. (HB1741 HD1)

RELATING TO STROKE TREATMENT. Establishes a statewide stroke system of care by designating primary stroke centers and acute stroke capable centers. RELATING TO CONSUMER PROTECTION. Authorizes the director of commerce and consumer affairs to enforce certain federal laws to protect military members and their families from abusive lending practices.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING. Allows licensing boards to: (1) allow applicants to demonstrate competency in lieu of work experience requirements; and (2) establish procedures to expedite the issuance of licenses, certifications, or permits to military spouses. RELATING TO LIQUOR. Allows holders of Class 1 manufacturer liquor licenses to sell specified liquor manufactured from fruits or other products grown in the State to any person for private use and consumption.

RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE. Specifies that the Hawaii Health Connector shall establish a separate program and risk pool to serve the individual market and a separate program and risk pool to serve the small group market. Establishes staggered terms for board members. Clarifies qualifications of and restrictions on navigators. Clarifies the role of the Department of Human Services in determining medicaid eligibility.
