RELATING TO AGRICULTURAL-BASED COMMERCIAL OPERATIONS. Defines agricultural-based commercial operations and authorizes agricultural-based commercial operations in agricultural districts.

RELATING TO AGRICULTURAL TOURISM. Repeals the prohibition against overnight accommodations as part of agricultural tourism activities of a farming operation, and expressly allows counties to authorize these uses by ordinance.

RELATING TO PROCUREMENT. Exempts the purchase of fresh meats and produce and animals and plants by any governmental body from the Hawaii Public Procurement Code.

RELATING TO AGRICULTURE. Requires DOE to establish an agricultural education pilot program. Establishes the agricultural education pilot program special fund. Provides a tax credit for businesses that assist the pilot program.

RELATING TO AGRICULTURE. Requires the DOA to develop a food sustainability standard to promote local food production.

RELATING TO COFFEE. Imposes a 1 cent fee on each pound of green coffee beans grown in or imported into the State to be deposited into a special fund to control and eradicate the coffee borer beetle. Establishes provisions to eradicate and control pests and infections on coffee trees. Appropriation. Sunset.

RELATING TO AGRICULTURE. Makes agricultural theft a class B felony.

RELATING TO AGRICULTURE. Strengthens existing law to require proof of identification from sellers of agricultural commodities. Makes the failure to maintain required certificates while in possession of agricultural commodities prima facie evidence of the offense of theft in the second degree. Effective July 1, 2012.

RELATING TO AGRICULTURE. Authorizes the department of agriculture to lease land under its jurisdiction to qualified farmers at a reduced rate for food production. Requires the department of agriculture to adopt rules pursuant to chapter 91, HRS, to administer and implement the lease program.

RELATING TO AGRICULTURE. Amends important agricultural land tax credit to allow an additional fifteen per cent credit for drought mitigation and change the tax credit cap from $7,500,000 per year to $5,000,000 per year for the 2012 tax year and $7,000,000 per year for the 2013, 2014, and 2015 tax years. Creates a livestock feed tax credit for 2013. Creates feed development tax credit program from January 1, 2013, to December 31, 2015.
