RELATING TO AGRICULTURE. Allows moneys in the pest inspection, quarantine, and eradication fund to be expended for the electronic importer manifest program. Makes an appropriation for the implementation of the electronic importer manifest program. Effective July 1, 2012.

MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF A VAPOR HEAT TREATMENT FACILITY. Appropriates general fund moneys for the construction of a vapor heat treatment facility by the agribusiness development corporation on the island of Hawaii at a location to be determined by the corporation.

RELATING TO AGRICULTURAL POLICY. Amends objectives and policies for the economy to support the purchase and consumption of locally grown products. Effective upon approval.

RELATING TO AGRICULTURAL THEFT. Requires those sentenced for agricultural theft to provide restitution to the victim. Includes in the offense of theft in the second degree the failure to maintain required certificates while in possession of agricultural commodities. Effective July 1, 2020. (HB1524 HD2)
