Sir:

 

     Your Committee on Public Safety, Government Operations, and Military Affairs, to which was referred S.B. No. 2771 entitled:

 

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR REIMBURSEMENT OF COSTS RELATED TO THE ASIA-PACIFIC ECONOMIC COOPERATION MEETINGS,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to make an emergency appropriation for the reimbursement of funds to the Department of Defense incurred by its Corrections and Law Enforcement Divisions in providing security, arrest teams,

transport teams, dignitary escort, and protection units for the Asia-Pacific Economic Cooperation meetings that were held in November of 2011.

 

     Your Committee received testimony in support of this measure from the Department of Public Safety, State Department of Defense, and State Attorney General.

 

     Your Committee finds that a critical fiscal need exists for the reimbursement of the costs of providing emergency management, public safety, and security services in preparation for and during the Asia-Pacific Economic Cooperation meetings held in November 2011. Seven state departments have identified expenditures made for the management, safety, and security required to host the event.  Although federal reimbursement for these costs is being applied for, reimbursement is not guaranteed and also not likely to be received within the current fiscal year.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety, Government Operations, and Military Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2771 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
