SENATE CONCURRENT

RESOLUTION

 

 

requesting the board of education and department of education, in collaboration with the hawaii association of independent schools, to examine local and national models of best practices for the use of technology in schools and recommend any new guidelines to increase INTERNET access to allow the responsible and positive integration of social media in the classroom, while ensuring necessary protections to prevent abuse.

 

 


     WHEREAS, the Internet now makes access to and transmission of information instantaneous; and

 

     WHEREAS, internet access for students enhances educational and research activities, provides a conduit for transmission and sharing of information, provides access to appropriate national and international resources, and assists in developing the literacy skills necessary in a technology-rich society; and

 

     WHEREAS, teachers and students no longer have to rely on publications and information that may be several years old; and

 

     WHEREAS, communication between and among people and organizations can enhance the learning and teaching process, as well as the political process, as exhibited by the Hawaii State Senate's Education week which demonstrated that the use of social media allows for the creation of a virtual civics classroom where lawmakers can work with students to make a difference; and

 

     WHEREAS, the Department of Education has a fairly detailed policy on internet use for employees and students that attempts to balance the free flow of information and ideas with the potential for abuse; and

 

     WHEREAS, in addition to implementing existing internet use policies, as the role of the Internet and social media in education is expected to grow, this body finds a need to proactively determine and implement best practices to take advantage of new technologies in a responsible and appropriate manner; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Board of Education and Department of Education, in consultation with the Hawaii Association of Independent Schools, are requested to examine local and national models of best practices for technology use in schools, and recommend any new guidelines to increase internet access to allow the responsible and positive integration of social media in the classroom, while ensuring necessary protections to prevent abuse; and

 

     BE IT FURTHER RESOLVED that the Board of Education and Department of Education report their findings and recommendations, including any proposed legislation, to the Chairs of the Senate Committee on Education and House Committee on Education no later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Senate President, Speaker of the House of Representatives, Chairperson of the Board of Education, Superintendent of Education, and the Executive Director of the Hawaii Association of Independent Schools.
