SENATE CONCURRENT

RESOLUTION

 

 

urging the transfer of all rights, powers, functions, and duties of the hawaii housing finance and development corporation and the Hawaii community development AUTHORITY and all functions relating to the state's geothermal resources to the public land development corporation.

 

 


     WHEREAS, the Hawaii Housing Finance and Development Corporation oversees affordable housing finance and development and state-sponsored homeownership initiatives in the State; and

 

     WHEREAS, the Hawaii Community Development Authority was established to plan for and revitalize urban areas in the State, which this body finds to be in need of timely redevelopment; and

 

     WHEREAS, the Hawaii Housing Finance and Development Corporation and the Hawaii Community Development Authority have many similar programs such as those relating to affordable housing, community development, and public-private partnerships; and

 

     WHEREAS, the Public Land Development Corporation was established as a comprehensive agency to coordinate and administer programs to:

 

     (1)  Make optimal use of public land while ensuring that the public land is maintained for the people of Hawaii;

 

     (2)  Identify the public lands that are suitable for development;

 

     (3)  Carry on marketing analyses to determine the best revenue-generating programs for the public lands identified;

 

     (4)  Enter into public-private agreements to appropriately develop the public lands identified; and

 

     (5)  Provide leadership for the development, financing, improvement, or enhancement of the selected development opportunities; and

 

     WHEREAS, the Public Land Development Corporation is capable of administering programs that are currently administered by the Hawaii Housing Finance and Development Corporation and Hawaii Community Development Authority; and

 

     WHEREAS, the Department of Land and Natural Resources administers mining leases of the State's natural resources, including geothermal resources; and

 

     WHEREAS, the Public Land Development Corporation is placed within the Department of Land and Natural Resources and is authorized to develop state lands and generate revenues for the Department; and

 

WHEREAS, it is important that state agencies are not duplicative but rather comprehensive and streamlined to ensure timely action on state initiatives and consolidation of state functions and duties where feasible and beneficial; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that all rights, powers, functions, and duties of the Hawaii Housing Finance and Development Corporation and Hawaii Community Development Authority and functions relating to the state's geothermal resources are urged to be transferred to the Public Land Development Corporation; and

 


     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources, Executive Director of the Hawaii Housing Finance and Development Corporation, Executive Director of the Hawaii Community Development Authority, Executive Director of the Public Land Development Corporation, Director of Business, Economic Development, and Tourism, and Chairperson of the Land Use Commission.
