SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO CONDUCT an impact assessment OF PROPOSED MANDATORY health insurance coverage for autism spectrum disorders UNDER accident and health or sickness insurance, individual and group hospital and medical service contracts, and Health maintenance organizations.

 

 


     WHEREAS, Senate Bill No.    , pending in the Regular Session of 2012, proposes to require coverage for the diagnosis and treatment of autism spectrum disorders under accident and health or sickness insurance, group hospital and medical services contracts, and health maintenance organizations; and

 

     WHEREAS, chapters 431:10A, 432:1, and 432D are silent on coverage for autism spectrum disorders; and

 

     WHEREAS, section 23-51, Hawaii Revised Statutes, requires that before any legislative measure mandating health insurance coverage for specific health services can be considered, there shall be concurrent resolutions passed to request the Auditor to prepare and submit a report to the Legislature that assesses the social and financial effects of the proposed mandated coverage; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Auditor is requested to conduct an impact assessment in accordance with sections 23-51 and 23-52, Hawaii Revised Statutes, on the mandatory health insurance coverage for the diagnosis and treatment of autism spectrum disorders under accident and health or sickness insurance, group hospital and medical services contracts, and health maintenance organizations proposed by Senate Bill No.    , Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations, including proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Insurance Commissioner who in turn is requested to transmit copies to each insurer and health maintenance organization in the State that issues health insurance policies.
