SENATE CONCURRENT

RESOLUTION

 

 

requesting the public land development corporation TO submit a semi-annual report TO THE LEGISLATURE and THE BOARD OF DIRECTORS OF THE CORPORATION TO SUBMIT AN ANNUAL EVALUATION OF THE EXECUTIVE DIRECTOR OF THE CORPORATION to the legislature.

 

 


     WHEREAS, the Public Land Development Corporation ("Corporation") is a public body corporate and politic and an instrumentality and agency of the State; and

 

     WHEREAS, the Corporation coordinates and administers programs to make optimal use of public land, while ensuring that the public land is maintained for the people of Hawaii; and

 

     WHEREAS, the Corporation identifies public lands that are suitable for development, provides marketing analyses to determine the best revenue-generating programs for public lands identified, enters into public-private agreements to appropriately develop the public lands identified, and provides leadership for the development, financing, improvement, or enhancement of the selected development opportunities; and

 

     WHEREAS, the Corporation is governed by its Board of Directors, consisting of five voting members, and an appointed Executive Director; and

 

     WHEREAS, existing statute requires the Corporation to report its activities to the Legislature no later than twenty days prior to the convening of each regular session; and

 

     WHEREAS, the Corporation was recently established by Act 55, Session Laws of Hawaii 2011, and is charged with overseeing current highly controversial and sensitive issues facing the State; and

 

     WHEREAS, due to the importance of the issues the Corporation handles, additional reporting is necessary to ensure the proper oversight of its duties; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Public Land Development Corporation is requested to submit a semi-annual report to the Legislature no later than one hundred eighty days after the submission of the annual report submitted pursuant to section 171C-20, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that the Board of Directors of the Public Land Development Corporation is requested to submit an annual evaluation of the Executive Director of the Corporation to the Legislature no later than twenty days prior to the convening of each regular session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the members of the Board of Directors of the Public Land Development Corporation and the Executive Director of the Public Land Development Corporation.
