SENATE CONCURRENT

RESOLUTION

 

 

requesting the Board of Education and state librarian to develop a strategic plan to optimize the use of state public library facilities.

 

 


WHEREAS, a strong public library system contributes to the economic, educational, and cultural vitality of the State; and

 

     WHEREAS, to ensure vital resources are accessible and available when people need them, the Hawaii State Public Library System needs to explore the possibility of creating additional sources of funding to help support its ongoing operations; and

    

WHEREAS, there are fifty branches in the Hawaii State Public Library System; and

 

     WHEREAS, while the Hawaii State Public Library System hosts programs such as preschool storytimes, storytelling events, author talks, and informational seminars at its facilities, there is the potential to further maximize the use of library facilities; and

 

     WHEREAS, allowing for greater and more diversified types of uses of library facilities may provide the Hawaii State Public Library System with additional sources of funding; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Board of Education and State Librarian are requested to develop a strategic plan to optimize the use of state public library facilities; and

 

     BE IT FURTHER RESOLVED that in creating a strategic plan, the Board of Education and State Librarian are requested to:

 

     (1)  Examine the potential to use state public library facilities for entrepreneurial purposes and any other uses that can generate funds to support the Hawaii State Public Library System;

 

     (2)  Examine the potential use of state library facilities by other state agencies and programs; and

 

     (3)  Consider the feasibility of having all library branches be open to the public on Saturdays; and

 

     BE IT FURTHER RESOLVED that the Board of Education and State Librarian report their findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education, State Librarian, Superintendent of Education, and Comptroller.
