A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the tenth senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $22,861,500 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the purpose of capital improvement projects for the tenth senatorial district, as follows:
To be expended by the department of education:
A. Stevenson middle school, Oahu
Plans, design, and construction of a multi-purpose education center $1,600,000
Plans and design of administration complex 3,500,000
Total funding $5,100,000
B. Roosevelt high school, Oahu
Master plan $ 250,000
Plans, design, and construction for the renovation and expansion of the gymnasium 5,300,000
Plans, design, and construction for the renovation and expansion of the band room 4,300,000
Plans, design, and construction of a multi-level parking structure 4,900,000
Total funding $14,750,000
C. Washington middle school, Oahu
Plans, design, construction, and equipment to retrofit computer classroom into digital media studio $ 185,000
Plans, design, construction, and equipment to retrofit vacant classroom to permanently separate from custodial storage space 295,000
Plans, design, construction, and equipment of a single-story "T" shaped building to serve as a parent and community center 295,000
Construction of a new elevator for H-building to make science labs and art classrooms accessible for wheelchair students 295,000
Total funding $1,070,000
D. Ala Wai elementary school, Oahu
Plans, design, and construction of a custodial storage and servicing area between buildings H and D
Approximate area: 30 feet x 40 feet $150,000
Plans, design, and installation of privacy fencing for cafeteria service entrance and dumpster area near building H (cafeteria)
Approximate area: 25 feet x 25 feet 100,000
General landscaping of the front of the school and common areas and installation of permanent planter beds and automatic irrigation system 125,000
Total funding $375,000
E. Hokulani elementary school, Oahu
Construct covered lanais around building E, the student drop off and pick-up area fronting building E to building D, cover parking stalls fronting the junior police officers room, and covered lanais from building E to building A
Plans $ 1,000
Design 1,000
Construction 148,000
Total funding $150,000
F. Kuhio elementary school, Oahu
Develop a multi-purpose classroom building without permanent partitions to allow flexible use of two classrooms and a large gathering and performance area

Extension of library building for a 12 feet x 15 feet workroom/ conference room
Plans $ 1,000
Design 2,500
Construction 60,000
Administration office building to be extended to include 10 foot by 15 foot conference room

Total funding $916,500
G. Manoa elementary school, Oahu
Plans, design, and construction of a roof over the playcourt $500,000
Total funding $500,000
SECTION 2. The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2012.
