A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE sixth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The sixth senatorial district, encompassing the islands of Moloka‘i, Lana‘i, and Kaho‘olawe, Hana, and east and upcountry Maui, is one of the "canoe" districts. Thus, each island area has vastly different capital improvement project needs.
The purpose of this Act is to appropriate funds for capital improvement projects in the sixth senatorial district.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $95,313,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the purpose of capital improvement projects for the sixth senatorial district, as follows:
1. Maui Community College, Molokai campus
A. Expansion of the Molokai Education Center.

SECTION 3. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 4. The sums appropriated for the respective capital improvement projects set forth in section 2 shall be expended for the purposes of this Act as follows:
(1) The sum appropriated in item 1 shall be expended by the University of Hawaii;
(2) The sums appropriated in items 2, 14, 16, and 17 shall be expended by the department of health;
(3) The sums appropriated in items 3, 6, 7, 11, 13, and 15 shall be expended by the department of education;
(4) The sums appropriated in items 4, 5, 8, 9, and 12 shall be expended by the department of land and natural resources;
(5) The sum appropriated in item 10 shall be expended by the department of human services; and
(6) The sums appropriated in items 18 through 26 shall be expended by the department of transportation.
SECTION 5. This Act shall take effect on July 1, 2012.
