A BILL FOR AN ACT
RELATING TO TRANSPORTATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that tourism remains an important and critical component of Hawaii's economy. Hawaii's tourism is susceptible and vulnerable to terrorist attacks at Hawaii's harbors and airports. It is critically important that Hawaii's department of transportation be proactive and seek to ensure that the best and latest technology is utilized to enhance security in order to deter and detect possible terrorist attacks. Hawaii's image as a safe visitor and business destination needs to be preserved and perpetuated.
The legislature further finds that the department of transportation will realize cost savings with greater security by implementing best and most modern security technology, including video surveillance, access control systems, sensors, motion detectors, radar, sonar, and other systems and technologies.
The purpose of this Act is to require the department of transportation to report to the legislature on providing the best and most modern security technology at Hawaii's harbors and airports to detect and prevent terrorist activity.
SECTION 2. The department of transportation shall submit a report to the legislature, including findings, conclusions, recommendations, and proposed legislation on providing the best and most modern security technology at Hawaii's harbors and airports to detect and prevent terrorist activity.
The department of transportation may enlist the assistance of a consultant for purposes of this section; provided that any cost and expense of a consultant shall be expended from the department of transportation's current budget.
The department of transportation shall submit its report no later than twenty days prior to the convening of the regular session of 2013.
SECTION 3. This Act shall take effect upon its approval.
