A BILL FOR AN ACT
MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF A VAPOR HEAT TREATMENT FACILITY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that tropical fruits, such as mangoes and papayas, cannot be transported from Hawaii to markets on the United States mainland or in other countries that prohibit the entry of fruit fly hosts without quarantine treatment. Vapor heat is a United States Department of Agriculture approved nonchemical fruit fly treatment for papayas that are exported to the United States mainland and Japan. Vapor heat treatment uses heated air maintained at greater than ninety per cent relative humidity to warm fruit to temperatures that are lethal to target pests, primarily fruit flies. Japan imports mangoes from Australia, the Philippines, Taiwan, and Thailand after the fruits receive a vapor heat disinfestation treatment.
The purpose of this Act is to authorize the director of finance to issue general obligation bonds for fiscal year 2012-2013 for the agribusiness development corporation to construct a vapor heat treatment facility on the island of Hawaii at a location to be determined by the corporation.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the agribusiness development corporation to construct a vapor heat treatment facility on the island of Hawaii at a location to be determined by the corporation.
The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2012.
