HOUSE RESOLUTION
requesting an update of the hawaii energy forum's report on liquefied natural gas options for the state.
WHEREAS, liquefied natural gas is natural gas that has been converted temporarily to liquid form for ease of storage and transportation; and
WHEREAS, liquefied natural gas takes up about one six hundredth of the volume of natural gas in its gaseous state; and
WHEREAS, liquefied natural gas achieves a higher reduction in volume than compressed natural gas; and
WHEREAS, in January 2004, the Hawaii Energy Policy Forum of the University of Hawaii at Manoa published its Final Report on Evaluating Liquefied Natural Gas (LNG) Options for the State of Hawaii; and
WHEREAS, Act 155, Session Laws of Hawaii 2009, among other things, provided for and encouraged renewable energy use and development, and energy efficiency by increasing requirements for the renewable portfolio standard, and by establishing efficiency portfolio standards; and
WHEREAS, both the market for liquefied natural gas and the State's energy goals have undergone rapid and significant changes since the Report's publication in 2004; and
WHEREAS, it is in the State's interest to have up to date information on all potential sources of energy; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that the Hawaii Energy Policy Forum of the University of Hawaii at Manoa, with the assistance of any necessary consultants, is requested to update its Final Report on Evaluating Liquefied Natural Gas (LNG) Options for the State of Hawaii; and
BE IT FURTHER RESOLVED that the Hawaii Energy Policy Forum is requested to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Public Utilities Commission, Administrator of the Hawaii State Energy Office, Chair of the Hawaii Energy Policy Forum, and Executive Director of the Research Corporation of the University of Hawaii.
