HOUSE CONCURRENT RESOLUTION

 

 

REQUESTING A REPORT OF STATE EXPENDITURES RELATING TO ENERGY CONSERVATION CONTRACTS AND POWER PURCHASE AGREEMENTS.

 

 

 


     WHEREAS, the various state departments and the University of Hawaii expend large amounts of moneys each year on the maintenance of facilities and equipment; and

 

     WHEREAS, maintenance contracts help keep major building facilities working consistently to avoid disruptions and to ensure safe and secure work places; and

 

     WHEREAS, keeping business equipment properly serviced maximizes the useful life of the equipment and reduces unexpected interruptions to work productivity; and

 

     WHEREAS, the annual cost of maintenance agreements throughout all agencies and departments of the State is a substantial sum of money; and

 

     WHEREAS, the University of Hawaii, the Department of Transportation, the Department of Accounting and General Services, and the Department of Education utilize power purchase agreements that most affect the State; and

 

     WHEREAS, it may be financially beneficial for the State to self-insure some or all of these maintenance costs; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the Senate concurring, that each of the various state departments and the University of Hawaii are requested to report to the Legislature through the Department of Budget and Finance on their energy conservation contracts and power purchase agreements; and

     BE IT FURTHER RESOLVED that the Legislature further requests that the reports provided by each of the various state departments also consider the following:

 

     (1)  Whether these contracts serve their intended purposes to promote energy and resource conservation, while meeting the departments' needs;

 

     (2)  The adequacy of the financing of the energy conservation contracts and power purchase agreements;

 

     (3) Lower cost alternatives that can potentially save state funds, such as purchasing energy efficient electronic equipment;

 

     (4)  Assessment from each department for expenses incurred in the recordation, reporting, and record-keeping processes; and

 

     (5)  Summary recommendations from the State's Chief Information Officer on what technology accommodations can better ensure accurate and efficient record keeping as well as reporting and analysis for expenses incurred; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii, the Department of Transportation, the Department of Accounting and General Services, and the Department of Education are also requested to provide a detailed analysis to the Legislature through the Department of Budget and Finance on their power purchase agreements; and

 

     BE IT FURTHER RESOLVED that the various state departments and the University of Hawaii are requested to work in collaboration with the Department of Budget and Finance in preparing the report; and

 

     BE IT FURTHER RESOLVED that the Department of Budget and Finance is requested to submit its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Director of Finance, the Director of Transportation, the Comptroller, the Chairperson of the Board of Education, the Superintendent of Education, the Chairperson of the Board of Regents of the University of Hawaii, and the President of the University of Hawaii.
