A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE thirteenth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $39,923,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the purpose of capital improvement projects for the thirteenth representative district, as follows:

1.   To be expended by the department of accounting and general services:

     Huelo community center, Maui

          Planning, design, and construction of a Huelo community center; provided that the county of Maui match the funds appropriated by the State

              Total funding                           $250,000

2.   To be expended by the department of defense:

     Molokai veteran's center

          For completion of new veterans resources building and health center; provided that the office of Hawaiian affairs will provide a partial match of $1 for every $2 appropriated by the State

               Total funding                           $250,000

3.   To be expended by the department of education:

     Lanai high and elementary school

          Phase II construction of six classroom buildings

              Total funding                         $8,000,000

4.   To be expended by the department of health:

     A.   Hana health center

          Renovation and expansion of the health center; provided that the office of Hawaiian affairs will provide a partial match of $1 for every $2 appropriated by the State

              Total funding                         $1,000,000

     B.   Lanai community health center

          Planning, design, and construction for a new community health center; to match federal funds in the planning; provided that the office of Hawaiian affairs will provide a partial match of $1 for every $2 appropriated by the State

              Total funding                         $1,000,000

     C.   Molokai community health center

          Renovations to the health center; provided that the office of Hawaiian affairs will provide a partial match of $1 for every $2 appropriated by the State

              Total funding                         $1,000,000

     D.   Lanai community hospital

          Construction, renovation, repair, and equipment replacement

              Total funding                         $9,098,000

5.   To be expended by the department of human services:

     A.   Nahiku community center, Maui

          center and parking lot improvements

              Total funding                           $250,000

     B.   Hana senior/physically challenged/low-income housing

          Planning, design, and construction of affordable housing

              Total funding                        $10,000,000

6.   To be expended by the department of agriculture:

     A.   Molokai irrigation system

          Pump additional water into irrigation system

              Total funding                           $500,000

     B.   Molokai irrigation system

          Continuance of repair and maintenance

              Total funding                         $2,500,000

7.   To be expended by the department of transportation:

     A.   Hana highway

          To place a name sign on each bridge on Hana highway to identify each bridge

              Total funding                            $75,000

     B.   Hana high school sidewalks

          Construction of sidewalks from the Hana high school entrance along the Hana highway

              Total funding                         $2,000,000

8.   To be expended by the University of Hawaii

     A.   Planning, design, and construction of the expansion for the Maui community college, Molokai campus

              Total funding                         $2,500,000

     B.   Planning, design, and construction of a building on Hawaiian home lands, for the hookulaiwi education program

               Total funding                         $1,500,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital improvement projects set forth in section 1 of this Act shall be expended by the designated expending agencies for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2012.
