A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE twenty-first representative DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $11,355,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013, for the purpose of capital improvement projects for the twenty-first representative district, as follows:

I.   To be expended by the department of education:

1.   Jefferson elementary school

     A.   Top dressing and re-seeding of school grounds

               Total funding                            $50,000

     B.   Repair, replace, and install new sprinkler system for school grounds

               Total funding                           $200,000

2.   Waikiki elementary school

     A.   Installation and maintenance of fire alarms throughout the campus

               Total funding                           $250,000

     B.   Installation and maintenance of air conditioning in the school library

               Total funding                           $200,000

     C.   Electrical upgrades throughout school campus

               Total funding                           $600,000

     D.   Creation of student "drop-off" lane

               Total funding                           $320,000

     E.   Summer school operational costs

               Total funding                           $150,000

3.   Ala Wai elementary school

     A.   Construction and maintenance of a custodial storage shed between buildings H and D

               Total funding                           $150,000

     B.   Construction of privacy fencing for the cafeteria service entrance and dumpster area near building H

               Total funding                           $100,000

     C.   Installation of permanent planter beds and an automatic irrigation system

               Total funding                           $125,000

     D.   Electrical upgrades in classrooms

               Total funding                           $500,000

     E.   Extension of field area, east of basketball courts

               Total funding                           $200,000

4.   Kalani high school

          Construction and equipment for the

          girls locker room and shower building

          per Title IX requirements; ground and site

          improvements; equipment and appurtenances

          Construction                     $7,490,000

          Equipment                           100,000

              Total funding                         $7,590,000

 

II.  To be expended by the department of accounting and general services:

     1.   Waikiki community center

     A.   Improvements for ADA compliance

          Plans                           $35,200

          Design                          $54,200

          Construction                  $217,040

          Equipment                     $367,560

              Total funding                          $674,000

     B.   Replace roof and gutters and exterior building paint

          Plans                           $10,000

          Design                           $5,000

          Construction                   $76,000

          Equipment                     $155,000

              Total funding                          $246,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agencies for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2012.
