A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE forty-eighth representative DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $3,170,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the purpose of capital improvement projects for the forty-eighth representative district, as follows:
To be expended by the department of education
1. James B. Castle high school
A. Replace the lighting system, sound system, and carpeting, and re-upholster the chairs in the Ronald Bright Auditorium.

B. Planning and design for a
new cafeteria.

2. Kaneohe elementary school
A. ADA transition plan and ground and site improvement.

B. Audio-visual upgrades and acoustical treatment in the cafeteria.

A. Covered concrete walkways between buildings A and B and buildings B and C, and ground and site improvements.

B. Mechanical lift to transport wheelchair-bound students from the ground floor to the second floor, and ground and site improvements.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 3. The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2012.
