A BILL FOR AN ACT
relating to elections.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to authorize the county clerk of any county with a population of less than one hundred thousand to mail an absentee ballot for each primary, special primary, special, general, and special general election to all properly registered voters of any island of that county that is not contiguous with the island where the county seat of government is located.
SECTION 2. Section 15-4, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:
"(b) Notwithstanding subsection (a), the respective
clerk shall mail an absentee ballot for each primary, special primary, special,
general, and special general election to each registered voter who resides in
the county of Kalawao[.] or on any island of a county that is not
contiguous with the island where the county seat of government is located;
provided that the county has a population of less than one hundred thousand.
The chief election officer may adopt rules to carry out this subsection."
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
