A BILL FOR AN ACT
RELATING TO ECONOMIC DEVELOPMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to address economic development by establishing, as state policy, an intent to complete or facilitate the completion of a list of ten specific projects within the next ten-year period.
SECTION 2. Chapter 226, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:
"PART . PROJECTS TO BE COMPLETED BY DECEMBER 31, 2023
§226- Ten projects to be completed by December 31, 2023. It is the policy of the State to complete or facilitate the completion of the following projects by December 31, 2023:
(1) Broadband infrastructure that provides coverage for one hundred per cent of the following land areas in the State: land zoned for business, commercial, industrial, hotel, or resort use and land used for higher education instruction or research;
(2) The airport modernization project of the department of transportation, as planned as of the effective date of this section;
(3) The harbor modernization project of the department of transportation, as planned as of the effective date of this section;
(4) The thirty-meter telescope on Mauna Kea;
(5) A regional bio-hazard laboratory under the University of Hawaii;
(6) The Diamond Head culinary institute on the slope of Diamond Head;
(7) The 690 Pohukaina street mixed use transit oriented development project;
(8) The locally preferred alternative mass transit system of the city and county of Honolulu;
(9) Renewable energy production facilities that are sufficient to meet the goals of the first decade of the Hawaii clean energy initiative; and
(10) A community college campus in West Hawaii."
SECTION 3. This Act shall take effect upon its approval.
