A BILL FOR AN ACT

RELATING TO HAWAII PUBLIC HOUSING AUTHORITY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  Punchbowl Homes is a state public housing facility that is administered by the Hawaii public housing authority.  Recurring complaints about facility repair and maintenance problems, federal and state law compliance issues, and oversight of Punchbowl Homes necessitate an audit into the management of the facility.

     The legislature recognizes the State's obligation to provide public housing facilities that are properly managed and maintained to ensure the safety and well-being of facility residents.  A management audit of Punchbowl Homes will also assist Hawaii public housing authority in identifying ways to improve operations and repair and maintenance of the facility.

     The purpose of this Act is to direct the auditor to conduct an audit of Hawaii public housing authority's management and oversight of Punchbowl Homes.

     SECTION 2.  The auditor shall conduct an audit of Hawaii public housing authority's management and oversight of Punchbowl Homes.  The audit shall include but shall not be limited to:

(1)  The administration of resident selection, dwelling units, and rentals;

(2)  Repair and maintenance of the facility;

(3)  Accommodations provided to the elderly; and

(4)  Oversight and management of the facility.

SECTION 3.  The auditor shall report its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2013.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $       or so much thereof as may be necessary for fiscal year 2012-2013 for the purposes of this Act.

     The sum appropriated shall be expended by the auditor for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2012.
