A BILL FOR AN ACT

 

 

RELATING TO TRANSPORTATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that tourism remains an important and critical component of Hawaii's economy.  Hawaii's tourism is susceptible and vulnerable to terrorist attacks at Hawaii's harbors and airports.  It is critically important that the department of transportation be proactive and seek to ensure its use of the best and latest technology to enhance present security practices.  Doing so will help to deter and detect possible terrorist attacks and protect Hawaii's image as a safe visitor and business destination. 

     The legislature further finds that the department of transportation will save money and have greater security coverage by implementing the latest security technology in areas such as video surveillance, access control systems, sensors, motion detectors, radar, sonar, and other systems and technologies.

     The purpose of this Act is to require the department of transportation to report to the legislature on providing the best and most modern security technology at Hawaii's harbors and airports to detect and prevent terrorist activity.

     SECTION 2.  The department of transportation shall submit a report to the legislature, including findings, conclusions, recommendations, and proposed legislation on providing the best and most modern security technology at Hawaii's harbors and airports to detect and prevent terrorist activity.

     The department of transportation may enlist the assistance of a consultant for purposes of this section.

     The department of transportation shall submit its report no later than twenty days prior to the convening of the regular session of 2013.

     SECTION 3.  This Act shall take effect on July 1, 2012.
