Amends the offense of obstructing access to public property to include the installment of certain visual impediments.  Creates a private right of action for a person to enforce the prohibition of obstruction.  Effective 7/1/2050.  (SD1)

RELATING TO COUNTY MUTUAL AID.

Establishes a mutual aid agreement of assistance among the counties to provide potable water and non-potable water to another county during times of emergency.  Establishes the Hawaii statewide mutual aid system to provide integrated statewide mutual aid response capability between counties in times of disaster.  Effective 07/01/2050.  (SD2)

Allows UH to use staff of DLNR for security for coconut island.  Exempts Hawaii marine laboratory refuge from obtaining state and county permits for repair and maintenance of facilities on coconut island.  Effective 7/1/2050 and repeals 7/1/2016.  (SD2)

Creates a task force under the University of Hawaii Kapiolani community college to conduct a study of the feasibility of transferring the lands currently under the jurisdiction of the department of land and natural resources to the University of Hawaii Kapiolani community college for a legacy center for the 100th Infantry Battalion/442nd Regimental Combat Team.  Report to legislature.  (SD2)

Authorizes the department of land and natural resources to consider the exchange of Sand Island parcels to leaseholders; requires a report of findings and recommendation to the legislature.  Effective 07/01/2050.  (SD2)

Requires the director of taxation to provide the administrator of each county's real property assessment division with an image of all certificates of conveyances filed with the bureau of conveyances within ten days after the end of each week.  Effective 7/1/2050.  (SD1)

Permits commercial permits in Ala Wai and Keehi small boat harbors; establishes that small boat harbor fees can be used only for the operating and maintenance of the small boat harbors; authorizes a process for a public-private partnership to develop a portion of Ala Wai small boat harbor; changes mooring fee rate process.  Effective 07/01/2050.  (SD2)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Establishes a public corporation to administer an appropriate and culturally-sensitive public land development program; allows the limited issuance of commercial use permits for vessels with assigned moorings in Ala Wai and Keehi harbors; provides for future mooring fees to be established by appraisal by a state-licensed appraiser; and directs the department of land and natural resources to use the request for proposals process to enter into a public-private partnership for the development of portions of Ala Wai small boat harbor facilities that are presently under-used to maximize the revenue potential from its facilities.  Effective 7/1/2050.  (SD2)

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
