RELATING TO FEES FOR HABITAT CONSERVATION PLANS. Authorizes the Department of Land and Natural Resources to collect fees to cover the technical assistance program costs associated with Habitat Conservation Plans, and adopt rules for establishing such fees.

RELATING TO EDUCATION. Requires land and facilities under the jurisdiction of the DOE not being used to be transferred to the DLNR; provided that the land or facilities is first offered to, or used for charter schools, other educational purposes, or to an eligible county where the land or facility is situated. RELATING TO PUBLIC SCHOOL LANDS. Establishes the public school lands trust to provide for the maximum use of public school lands in order to generate income to improve public school facilities and infrastructure to meet the challenges of the twenty-first century and beyond.

RELATING TO FISHING. Directs the Pacific Aquaculture and Coastal Resources Center at the University of Hawaii at Hilo to study the feasibility of developing an entity on Hawaii island similar to the commercial fishing village at Honolulu's Pier 38. (HB1442 HD1)

RELATING TO THE UNIVERSITY OF HAWAII. Establishes a research program on the stewardship of aquaculture and marine protected areas at the University of Hawaii at Hilo. Appropriates funds on a matching basis with the federal government. (HB1555 HD1)

RELATING TO THE ALOHA TOWER DEVELOPMENT CORPORATION. Abolishes Aloha Tower Development Corporation (ATDC). Transfers the ATDC assets to the Hawaii Community Development Authority (HCDA). Establishes the Aloha Tower Complex under the jurisdiction of HCDA. Makes an appropriation. Effective on July 1, 2011. (HB1020 HD1)

RELATING TO HISTORIC PRESERVATION. Requires the construction of a state law enforcement memorial in the capitol district.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
