RELATING TO PERMITS.

Establishes a joint hearing mechanism in the facilitated application process for building permits, and limits the liability of public entities or employees for issuing a building permit for a project that has been properly stamped and signed by a qualified professional.

RELATING TO PUBLIC LANDS.

Authorizes BLNR to extend leases of public lands for commercial, hotel, resort, or industrial use upon approval of a proposed development agreement to make substantial improvements to the premises.

Establishes the Coastal Memorials Task Force to, among other things, develop standards to regulate the practice of erecting coastal memorials.

Appropriates funds for flood mitigation on Farrington Highway between Maili and Nanakuli.

RELATING TO FLOOD INSURANCE.

Requires insurers to make available flood insurance covering real and personal property under the same terms and conditions to properties located outside of designated flood zones as is available to properties located inside of designated flood zones; authorizes recovery for damages from a responsible party.

RELATING TO SMALL BOAT HARBORS.

Provides that state fast lands and submerged lands may be leased.  Provides for the lease of fast lands and submerged lands of the Ala Wai boat harbor pursuant to requests for proposals.

Permits commercial permits in Ala Wai and Keehi small boat harbors; establishes that small boat harbor fees can be used only for the operating and maintenance of small boat the harbors; authorizes a process for a public-private partnership to develop a portion of Ala Wai small boat harbor; changes mooring fee rate process.

Status

RELATING TO HARBORS.

Establishes a working group to pursue the creation of a demonstration project for a private-public framework for the governance of the Honokohau marina and small boat harbor with the oversight and assistance of the division of boating and ocean recreation of DLNR.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
