RELATING TO FEES FOR HABITAT CONSERVATION PLANS. Authorizes DLNR to collect fees to cover the technical assistance program costs associated with habitat conservation plans, and adopt rules for establishing such fees. Effective 7/1/2050. (SD2)

RELATING TO THE LANAI WATERSHED. Requires private funding sources to implement the Lanaihale watershed management plan. Requires the department of land and natural resources to control and manage implementation of the Lanaihale watershed management plan. Effective 7/1/2050. (SD2)

RELATING TO FISHING. Designates the Lanai community-based fishery resource management area. Establishes the Lanai community-based fishery resource management area advisory committee to develop a community-based fishery resource management area program to implement traditional fishery management practices on the island of Lanai. RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Extends the sunset date of Act 87, Session Laws of Hawaii 2009, from July 1, 2011, to July 1, 2015; Act 87 exempts from the environmental impact statement law under chapter 343, Hawaii Revised Statutes, certain primary actions not subject to discretionary consent and involving ancillary secondary actions limited to infrastructure work in public rights-of-way or highways. Effective 7/1/2050. (SD1)

RELATING TO RENEWABLE ENERGY. Increases, with certain limitations, the areas within agricultural lands in which solar energy facilities may be constructed. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;

· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
