RELATING TO SUSTAINABILITY. Incorporates the definitions, guiding principles, and goals of the Hawaii 2050 sustainability task force report into the Hawaii state planning act, codified as chapter 226. Effective 7/1/50.

RELATING TO KAKAAKO. Allows the conveyance of transferable development rights from landowners in Kakaako makai to landowners in Kakaako mauka, subject to approval by the Hawaii community development authority. Requires the Hawaii community development authority to adopt rules to regulate and authorize these conveyances.

RELATING TO HOMELESSNESS. Requires the Hawaii housing finance and development corporation, the homeless programs office of the department of human services, and the Hawaii Association of Realtors to identify state-owned, state-managed, and other government and privately-owned or managed vacant housing units that could be used as affordable rental housing. Report annually to the governor and legislature; provided that if any act passed by the 2011 legislature establishes an interagency council on homelessness, the report shall also be submitted annually to that council. RELATING TO PUBLIC LANDS. Creates a task force under the University of Hawaii Kapiolani community college to conduct a study of the feasibility of transferring the lands currently under the jurisdiction of the department of land and natural resources to the University of Hawaii Kapiolani community college for a legacy center for the 100th Infantry Battalion/442nd Regimental Combat Team. Report to legislature. (SD1)

DISAPPROVING THE RESET ASIDE OF THE FORMER KULANI CORRECTIONAL FACILITY LANDS FROM THE DEPARTMENT OF PUBLIC SAFETY TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES AS AN EXTENSION OF PU‘U MAKA‘ALA NATURAL AREA RESERVE AND TO THE DEPARTMENT OF DEFENSE FOR A YOUTH CHALLENGE ACADEMY.

· In person: 1 copy of their testimony to the committee clerk, Room 202, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
