RELATING TO THE HAWAII PUBLIC LANDS DEVELOPMENT CORPORATION. Creates the Hawaii public lands development corporation to optimize the use of public lands for the economic, environmental, and social benefit of the people of Hawaii. Creates the Hawaii public lands development revolving fund. Appropriate funds.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Establishes a public corporation to administer an appropriate and culturally-sensitive public land development program. Allows the limited issuance of commercial use permits for vessels with assigned moorings in Ala Wai and Keehi harbors; provides for future mooring fees to be established by appraisal by a state-licensed appraiser; and directs the department of land and natural resources to use the request for proposals process to enter into a public-private partnership for the development of portions of Ala Wai small boat harbor facilities that are presently under-used to maximize the revenue potential from its facilities.

RELATING TO SMALL BOAT HARBORS. Permits commercial permits in Ala Wai and Keehi small boat harbors; establishes that small boat harbor fees can be used only for the operating and maintenance of small boat the harbors; authorizes a process for a public-private partnership to develop a portion of Ala Wai small boat harbor; changes mooring fee rate process.

RELATING TO DAMS AND RESERVOIRS. Declares dams and reservoirs as important water resources that provide certain benefits to the public; requires board of land and natural resources to consider the need to consistently maintain and operate dams and reservoirs in a feasible manner; requires fees to cover a portion of the board's costs; requires board to consider a lower hazard potential classification for operating systems that enable direct control of water inflow; requires DLNR to include in its annual report initiatives implemented to ensure dams and reservoirs continue to be retained and operated in a feasible manner to sustain their role as important water resource.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Appropriates funds to the department of land and natural resources to be used for the dam safety office's staffing and operating expenses.

RELATING TO AGRICULTURE. Authorizes the inclusion of dams and reservoirs serving important agriculture lands in the total acreage calculation for important agriculture lands; provides tax credits for dam remediation, aquacultural facilities, certain agricultural processing facilities, and certain agricultural worker housing; grants priority to aquacultural activities at state-owned harbors; includes aquaculture in agricultural activities; authorizes the board to create standards for certain agricultural worker housing.

RELATING TO THE PUBLIC LAND. Requires the department of land and natural resources to initiate and coordinate all efforts to establish a public lands information system. Appropriates funds for this purpose.

RELATING TO IMPORTANT AGRICULTURAL LANDS. Clarifies that public lands that are transferred from DLNR to the department of agriculture shall be subject to the same standards for identifying and designating important agricultural lands, and that important agricultural land incentives shall not contradict or otherwise violate chapters 166 and 166E.

RELATING TO WAIAHOLE AND WAIKANE VALLEYS. Transfers jurisdiction of Waiahole-Waikane valley and leases therein from the Hawaii housing finance and development corporation to the Hawaii community development authority. Designates lands in Waiahole valley as important agricultural lands.

RELATING TO AGRICULTURE. Requires the department of land and natural resources to develop a plan for the improvement of the water quality in Lake Wilson. Appropriates funds.

RELATING TO LAKE WILSON. Establishes a Lake Wilson task force to assess the current condition and quality of the waters of Lake Wilson and recommend actions to improve the water quality to acceptable levels; appropriates funds for the work of the task force.

RELATING TO LAND USE. Permits camping under certain conditions on privately-owned agricultural and rural lands.

RELATING TO PUBLIC LANDS. Requires the department of land and natural resources to consider the sale or exchange of Sand Island parcels to leaseholders; requires a report of findings and recommendation to the legislature.

RELATING TO IMPORTANT AGRICULTURAL LANDS. Establishes incentives for important agricultural lands, including reduction of unnecessary infrastructure requirements, expedited permitting procedures, tax incentives, and funding mechanisms for dams that provide irrigation for agricultural activities on important agricultural lands.
