RELATING TO AQUATIC LIFE. Establishes prohibitions, penalties, and fines for knowingly selling aquatic life for aquarium purposes taken from waters within the jurisdiction of the State. Requires an aquarium permit to take marine or freshwater nongame fish and other aquatic life for aquarium purposes. Imposes new standards for aquarium permit issuance determinations.

RELATING TO FISHING. Designates the Lana‘i community-based fishery resource management area. Establishes the Lana‘i community-based fishery resource management area advisory committee to develop a community-based fishery resource management area program to implement traditional fishery management practices on the island of Lana‘i.

RELATING TO OCEAN SAFETY. Requires the department of land and natural resources to review the safety records of nearshore areas statewide; appropriates funds for swimming buoys at Kaanapali beach.

RELATING TO THE KAHO‘OLAWE ISLAND RESERVE. Apportions ten per cent of the conveyance tax to the Kaho‘olawe rehabilitation trust fund.

RELATING TO THE LANAI WATERSHED. Appropriates funds for the execution of the watershed management plan for Lana‘ihale on the island of Lanai.

RELATING TO SPECIAL FUNDS. Establishes special marine life conservation education fund for the purpose of funding public education and outreach regarding marine life conservation; clarifies that the special land and development fund may be used to fund public education regarding conservation activities; specifies that fines and fees collected for violations of marine life conservation provisions shall be deposited into the marine life conservation education fund.

RELATING TO APPRAISALS. Requires that the record of an arbitration award determining fair market value or rental of real property include findings of fact, rationale, and a basis for the award.

RELATING TO TAXATION. Permits state income tax payers to designate a portion of their state income tax returns to the natural area reserve fund, the land conservation fund, or the rental housing trust fund. Applies to taxable years beginning after 12/31/10.

RELATING TO ABANDONED VESSELS. Clarifies the responsibility for disposing of an abandoned vessel.

RELATING TO SMALL BOAT HARBORS. Permits commercial permits in Ala Wai and Keehi small boat harbors; limits small boat harbor fees to be used only in the small boat harbor where the fees were collected; directs the department of land and natural resources to provide a request for proposal for a public-private partnership to develop a portion of Ala Wai small boat harbor; permits commercial use permits to be issued for vessels assigned moorings in Ala Wai and Keehi small boat harbors; and provides for future mooring fees to be established by appraisal. Effective July 1, 2020.

RELATING TO LOW-INCOME HOUSING. Establishes a program for granting low-income housing tax credit loans in lieu of low-income housing tax credits administered by the Hawaii housing finance and development corporation. Authorizes issuance of general obligation bonds to fund the loans. Applies to qualified low-income buildings placed in service after December 31, 2010.

RELATING TO HOUSING. Amends the allowable uses of rental housing trust fund moneys to include the moderate rehabilitation of rental housing units. Adds a definition of "moderate rehabilitation" to certain sections of law that apply to the rental housing trust fund.

RELATING TO HOUSING. Appropriates funds for a landlord liaison project; funds to be expended by the Hawaii housing finance and development corporation.

RELATING TO HOUSING. Creates the affordable rental housing development program; allows nonprofit organizations to acquire expiring US Department of Housing and Urban Development or US Department of Agriculture housing contracts and ensures the projects remain affordable rental housing in perpetuity.

RELATING TO AFFORDABLE HOUSING. Requires the Hawaii housing finance and development corporation and housing project developers to seek input from the public, legislators, and neighborhood board members prior to the approval of an application for certain exemptions by the corporation.

RELATING TO DEVELOPMENT INFRASTRUCTURE. Establishes an infrastructure development revolving fund to be administered by the director of finance.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT. Establishes a loan guaranty for transit-oriented development projects that include affordable housing; limits the total principal amount of the guaranteed portion of all loans outstanding at any time to $10,000,000.

RELATING TO LAND USE. Requires the office of planning to convene a task force to review all requirements under chapter 205, Hawaii Revised Statutes, and make recommendations to ensure that the land use commission considers the cumulative and long-term impacts of all pending and proposed development requests during its review of reclassification petitions. Requires the task force, with the assistance of the legislative reference bureau, to report its findings to the legislature.
