RELATING TO IRRIGATION.

Funds the agriculture water use and development plan by authorizing the director of finance to issue general obligation bonds in the sum of $400,000, and appropriating out of the irrigation repair and maintenance special fund the sum of $400,000, to fund various irrigation systems and necessary positions in unspecified amounts.

RELATING TO AQUACULTURE.

Increases lease terms for aquaculture ventures from 35 to 45 years.  Requires the DOA and the DLNR to conduct a review of the State's public land inventory and identify lands available and suitable for taro farming.

RELATING TO AGRICULTURE.

Creates the designation of exceptional use for certain agricultural activities; provides for special lease provisions for exceptional uses on public lands and in agricultural parks; provides priority consideration for applications for exceptional use by the land use commission and other agencies.

Increases the length of agricultural leases with a thirty-five limit to fifty-five years.

Establishes lessee selection criteria and lease requirements for the department of land and natural resources to use to lease public land to qualified farmers for agricultural activities.  Requires the agribusiness development corporation to assist qualified farmers who lease public land for agricultural activities with marketing, technical, or business needs.

Authorizes the board and department of land and natural resources to enter into cooperative agreements with any state department to manage and develop vacant public lands for agricultural purposes or uses.

Creates a temporary task force to study agricultural land classification, considering existing land use laws and appropriate uses for important agricultural lands.  Report to the legislature.

Increases lease terms for aquaculture operations from 35 to 65 years.  Permits aquaculture lessees in good standing the right of first refusal.  Allows for supportive aquaculture activities.

·         In person:  1 copy of their testimony to the committee clerk, Room 225, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
