Sets forth the State's allocation of any annual or other limit on the principal amount of bonds that may be issued by issuers within Hawaii, including tax exempt interest, tax credits, interest subsidies or other benefits under the Internal Revenue Code, which is limited by federal law.

RELATING TO THE PUBLIC NOTICES FOR THE EXPENDITURE CEILING AND THE AWARDING OF GRANTS.
Clarifies the type of public notice required for reporting the state growth rate and expenditure ceiling and the release of grants.

Establishes a special fund in the lieutenant governor's office and provides that all revenue from name changes, apostille and certification fees, and copy fees be deposited into the fund

RELATING TO CONFORMITY OF THE HAWAII INCOME TAX LAW TO THE INTERNAL REVENUE CODE.
Provides a measure for conforming amendments to the Hawaii income tax law based upon amendments to the Internal Revenue Code made in calendar year 2010.

RELATING TO THE STATE TREASURY.
Requires the director of finance to submit quarterly reports to the legislature that provide an update on the balances of the state treasury and all public accounts therein.

RELATING TO THE BUDGET.
Requires the director of finance to report to the legislature the total amount and reasons for any material change to an expense, program, project, or capital improvement project for which the legislature has already appropriated funds.  Defines "material change."  Amends the threshold for reporting modifications to allotments proposed by the director of finance.

RELATING TO STATE BONDS.
Authorizes the issuance of general obligation bonds;  Hawaii makes findings required by article XII, section 13 of the Hawaii State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded.
