PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII TO LEGALIZE SLOT MACHINE GAMBLING AND GAMBLING BY VIDEO POKER MACHINES.

Proposes a constitutional amendment to legalize slot machine and video poker gambling that are not visible from the street in designated resort areas within Waikiki on the island of Oahu as provided by law.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Applies the transient accommodations tax to transient accommodations that are furnished on a complimentary or gratuitous basis, or otherwise at no charge.

        Status

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

(Proposed SD1)  Applies a daily $10 transient accommodations tax to each transient accommodation furnished on a complimentary or gratuitous basis, or otherwise at no charge.  Imposes a ceiling on the amount of transient accommodation tax funds transferred to the tourism special fund and to the counties for any period ending prior to July 1, 2015.  Requires a portion of excess transient accommodations tax revenues to be used for environmental protection, improvements to public facilities impacted by visitors, and advancing Hawaiian culture and the arts.

RELATING TO PUBLIC LANDS.

Authorizes BLNR to extend leases of public lands for commercial, hotel, resort, or industrial use upon approval of a proposed development agreement to make substantial improvements to the premises.

RELATING TO TOURISM.

Appropriates funds in FY 2011-2012 and FY 2012-2013 for the application of a spaceport license from the Federal Aviation Administration to establish space tourism in Hawaii.
