Authorizes the department of transportation to collect increases in passenger facility charges without amending the administrative rule.  Effective 07/01/2050.  (SD2)

RELATING TO MOTOR VEHICLE REGISTRATION.

Allows for an unspecified increase in the State motor vehicle registration fee and deposits the money into the State Highway Fund.  Effective 7/1/2050.  (SD1)

RELATING TO ABANDONED VEHICLES.

Extends the time period during which the legal and registered owner of an abandoned vehicle may repossess the vehicle before it may be subject to disposal.  Effective July 1, 2050.  (SD1)

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE TAX.

Adjusts the rental motor vehicle surcharge tax.  Makes appropriation from the state highway fund.  Effective 7/1/2050.  (SD2)

Status

RELATING TO MOTOR VEHICLE REGISTRATION.

Defines "after market motorcycle frame" and allows the county director of finance to assign a vehicle identification number to a motorcycle with an aftermarket frame.  Except for special interest vehicles, reconstructed vehicles, and motorcycles with an after market frame, disallows the registration of uncertified motor vehicles and devices.  (SD1)

Status

RELATING TO MOTOR CARRIERS.

Makes null and unenforceable any portion of a motor carrier transportation services contract or agreement that requires the carrier to indemnify, defend, or hold harmless the other party from any liability for that party's negligence or intentional acts or omissions and requires insurance companies insuring the indemnification for a motor carrier to refund the portion of premiums applicable to such indemnification for affected transportation service contracts.  Effective 7/1/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

EMAIL:  For comments less than 5 pages in length, transmit to TRNtestimony@Capitol.hawaii.gov ; or

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
