RELATING TO THE HAWAII MARINE HIGHWAY SYSTEM. Creates the Hawaii Marine Highway System to be administered by the Department of Transportation (DOT). Creates the Hawaii Marine Highway System Fund. Requires DOT to adopt rules.

RELATING TO FERRIES. Provides a non-refundable tax credit of five percent and a fifty per cent reduction in harbor fees for the first year of operation for any company operating an inter-island ferry vessel.

RELATING TO FUEL TAXATION. Assesses the state fuel tax based on a percentage of the weighted wholesale price per gallon of gasoline and average wholesale price per gallon of diesel.

RELATING TO MOTOR VEHICLE RENTAL. Allows certain lessors whose primary business is to rent motor vehicles to calculate the licensing, registration, and inspection fees and weight taxes passed on to consumers based on a good-faith estimate of actual cost.

RELATING TO DEVELOPMENT. Prior to the issuance of any grubbing, grading, excavation, or building permit for a development, all conditional county and state highway improvements for the development shall be completed or under construction at the time of issuance of the permit.

RELATING TO MOTOR VEHICLE INSURANCE POLICY. Prohibits stacking or aggregating uninsured or underinsured motorist coverage whenever there is more than one vehicle under the same policy, with exceptions.

RELATING TO HIGHWAYS. Clarifies ownership of old government roads by providing that county highways include old government roads. Defines old government roads.

RELATING TO MOTOR VEHICLES. Clarifies that tow truck operators that do not store motor vehicles are not required to offer services 24 hours per day.

RELATING TO ABANDONED VEHICLES. Extends the time period during which the legal and registered owner of an abandoned vehicle may repossess the vehicle before it may be subject to disposal.

DECISION MAKING TO FOLLOW
