Exempts from county approval state department of transportation development and construction of highways and airports.

RELATING TO FERRIES.

Establishes the Hawaii state ferry system and the Hawaii state ferry system special fund for the operation of a system to ferry people and cargo between the islands.  Makes appropriation.  Effective July 1, 2011.

RELATING TO MOTOR VEHICLE INSPECTIONS.

Requires as a condition of the issuance of a motor vehicle certificate of inspection, the installation of road pollution filters to reduce air pollution from fine particulate matter.

RELATING TO THE ALOHA TOWER DEVELOPMENT CORPORATION.

Abolishes Aloha Tower development corporation.  Transfers the ATDC assets to the department of transportation.  Transfers the zoning and planning jurisdiction to the Hawaii community development authority.  Makes appropriation.  Effective on July 1, 2011.

RELATING TO DRIVER EDUCATION.

Imposes a surcharge for operating a vehicle under the influence of an intoxicant.  Establishes a special fund to be administered by the motor vehicle safety office.  Establishes a driver education program to increase awareness of the dangers of drunk driving and encourage safe driving practices in students and young drivers.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Designates the one-half mile area surrounding each rail transit station of the Honolulu high-capacity transit corridor project as the Honolulu rail transit corridor community development district.

Clarifies the electric vehicle parking requirement.

RELATING TO TRAFFIC FINES AND FEES.

Raises certain fines and fine ceilings for traffic offenses.  Increases administrative fees for certain traffic offenses and allocates a portion of those moneys to the judiciary computer system special fund, judiciary facilities repair and maintenance special fund, and the general fund.

RELATING TO FORFEITED VEHICLES.

Requires sales proceeds of vehicles forfeited for racing on highways to be deposited into the education research and development revolving fund.

Requires that all applicants for driver's licenses or state identification cards, if determined to be eligible, be automatically registered to vote.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
