RELATING TO WATER CARRIERS. Requires public hearings before PUC approval of a water carrier's application for certificate of public convenience and necessity. Clarifies the required findings for a finding of public convenience and necessity. Clarifies notice requirements for public hearings.

RELATING TO TRANSPORTATION. Allow existing common carriers affected by an application for a certificate of public convenience and necessity to intervene in the matter; provided that at least ten per cent of the existing common carriers file to do so.

RELATING TO MOTOR VEHICLE REGISTRATION. Defines "after market motorcycle frame" and allows the County director of finance to assign a vehicle identification number to a motorcycle with an aftermarket frame. Except for special interest vehicles, reconstructed vehicles and motorcycles with an after market frame, the bill disallows the registration of uncertified motor vehicles and devices.

RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT. Amends section of motor vehicle industry licensing act to reflect updated statutory cross-references and make nonsubstantive technical amendments.

· In person: 1 copy of their testimony to the committee clerk, Room 205 State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
