RELATING TO CONVEYANCE TAX. Requires the Director of Taxation to provide the administrator of each county's real property assessment division with an image of all certificates of conveyances filed with the Bureau of Conveyances within ten days after the end of each week. Effective July 1, 2030. (HB915 HD2)

RELATING TO REAL PROPERTY TAX APPEALS. Requires real property tax appellants to first obtain a decision from an administrative body established by county ordinance prior to appealing to the Tax Appeal Court when required to do so by county law. (HB1532 HD2)

RELATING TO COUNTY ETHICS COMMISSIONS. Provides standards for the selection of county ethics commission members to ensure their impartiality and independence. Effective January 7, 2059. (HB468 HD1)

RELATING TO CERTIFICATES OF IDENTIFICATION. Requires the Attorney General, in cooperation with the Director of Transportation and appropriate county agencies, allow county employees to issue civil identification at locations where driver's licenses are issued. Requires report to the Legislature. Effective January 7, 2059. (HB1640 HD2)

RELATING TO PROCUREMENT. Establishes the use of the design-build process where the cost of preparing proposals is high, relative to the size, estimated price, and complexity of the project. Authorizes a two-part process where prequalified applicants will be short-listed to submit design proposals. The short list shall be publically disclosed, or unsuccessful offerors will receive stipends. Effective July 1, 2112. (HB985 HD2)

RELATING TO THE POWER OF ARREST. Adds the Federal Bureau of Investigation and the United States Immigration and Customs Enforcement to the list of federal agencies whose officers may make arrests for certain offenses under state law. Removes the Citizenship and Immigration Services from the list. Provides that evidence obtained as a result of an arrest without a warrant is not admissible in a state court. Effective January 7, 2059. (HB1008 HD2)

RELATING TO PUBLIC SAFETY. Establishes the Reduced Ignition Propensity Cigarette Program Special Fund to be funded by fees collected from cigarette manufacturers to administer and provide staff for the Reduced Ignition Propensity Cigarette Program. Authorizes the State Fire Council to employ administrative staff. Authorizes the State Fire Council to adjust fees. Effective July 1, 2030. (HB605 HD2)

RELATING TO MILITARY AFFAIRS. Establishes the Military Affairs Liaison Trust Fund as a separate fund of a nonprofit corporation, to support the nonprofit corporation in its duties as the state liaison in matters relating to the military. Appropriates funds for the trust fund. Effective July 1, 2030. (HB277 HD2)

· In person: 1 copy of their testimony to the committee clerk, Room 231, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
