RELATING TO PUBLIC SAFETY. Requires the department of public safety to pursue and obtain accreditation for the sheriff division from the Commission on Accreditation for Law Enforcement Agencies, Inc. Effective July 1, 2030. (HB491 HD1)

RELATING TO GOVERNMENT FACILITIES. Changes the formula for assessments on construction projects managed by the department of accounting and general services to carry out the program of centralized engineering services. Effective on July 1, 2030. (HB1252 HD1)

RELATING TO PUBLIC ACCESS. Clarifies that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes county to require subdivider to provide establishment of a stewardship fund for maintenance purposes. Effective July 1, 2030. (HB453 HD1)

RELATING TO COVENANTS. Authorizes the counties to enact ordinances or adopt rules to enforce covenants that run with the land that impose standards regarding use, maintenance, landscaping, and setbacks. Effective July 1, 2030. (HB1431 HD1)

RELATING TO FUEL TAXES. Permits the County of Hawaii to appropriate the County's share of fuel tax revenue for the maintenance of substandard private subdivision roads that are used by the public. Sunsets June 30, 2016. Effective July 1, 2030. (HB1626 HD1)

RELATING TO LIQUOR LIABILITY INSURANCE. Removes definition of convenience minimarts commonly referred to as a "mom and pop store". Effective January 7, 2059. (HB747 HD1)

RELATING TO COUNTIES. Authorizes each county's liquor commission to appoint and remove their respective liquor administrator, unless otherwise prescribed by their respective county charter. Effective July 1, 2030. (HB587 HD2)

RELATING TO LIQUOR COMMISSIONS. Requires county liquor commissions to adopt or amend rules by July 1, 2012, regarding conduct of patrons and to define the term "dancing." Effective January 1, 2059. (HB1339 HD1)

RELATING TO ELECTRIC GUNS. Permits county liquor authority investigators to possess electric guns. Establishes safety measures that must be observed by county liquor authorities and internal reporting measures. Requires an annual report to the legislature. Effective January 7, 2059. (HB551 HD2)

· In person: 1 copy of their testimony to the committee clerk, Room 231, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
